| dc.description.abstract | II. Dünya savaşı sonrası konjonktürün sürdürülmesi amacı ile kurulan BM bu gün uluslararası tartışmaların önemli bir nesnesi konumundadır. Soğuk savaş sonrasında hızla gelişen bilgi ve ulaşım teknolojilerinin oluşturduğu küreselleşme dalgası BM'nin kurulduğu konjonktürü tamamen değiştirmiştir. Bu gün daha etkin, daha mobil ve daha esnek bir BM ihtiyacı doğmuştur. Uluslararası toplum uluslararası yönetişim talebini çeşitli platformlarda dile getirmektedir. BM'nin de bu talep doğrultusunda reform ihtiyacı ortaya çıkmıştır. BM'nin bu amaçla reforme edilmesi 90'lı yıllardan itibaren gerek kendi içerisindeki örgütler tarafından gerekse harici aktörler tarafından dillendirilmektedir. Terörizm, yoksulluk ve (iç) savaşların dünya barışını tehdit ettiği günümüzde BM'nin bu tehditleri güncel araçlarla etkisiz hale getirebilmesi için belirgin bir reform ihtiyacı vardır. Biz de bu çalışmamızda bu reform çalışmalarına küçük de olsa bir projeksiyon tutmayı amaçladık. | |
| dc.description.abstract | The UN, which is currently an important object of international debate, was founded to sustain the political, social and economic situation after World War II. The information and transportation technology that has thrived rapidly during the post-Cold War era has created a wave of globalization which shifted the axis of world affairs significantly in the aftermath of the UN's foundation. These days, a more effective, mobile and flexible UN is needed. The international community has expressed demands for international governance on various platforms. The need for reform of the UN has emerged with these demands. For this purpose, both internal organizations and external actors have called for UN reform since the 1990's. It is clear that the UN needs reform to counteract with modern means the threats posed by terrorism, poverty, and (civil) wars to world peace today. We have aimed to provide a projection of these reform efforts in this study. | |
