dc.description.abstractÇalışmada TKDK ve Türkiye'nin kırsal kalkınmasına yaptığı katkılar Ankara İl Koordinatörlüğü çalışmaları örneği üzerinden süreç analizi metoduyla ortaya konmaya çalışılmıştır. Bu fonların ülkemizde yatırıma dönüştürülmesinde kurumun ne kadar başarılı olduğu, sürecin nasıl işlediği, karşılaşılan problemlerin neler olduğu ve buna yönelik çözüm önerileri ele alınmıştır. İlk olarak kamu politikası ve analiz yöntemleri üzerinde durulmuş, bu yöntemlerden süreç analizi yöntemine, tez çalışmasında bu yöntem kullanıldığından dolayı değinilmiş ve neden bu yöntemin tercih edildiği anlatılmıştır. Bu bölümde ayrıca Kırsal Kalkınmanın öneminden bahsedilip, Türkiye'de Kırsal Kalkınma çalışmalarının neler olduğu anlatılmıştır. Çalışmanın ikinci bölümünde AB süreciyle birlikte, kalkınma planlarında kırsal kalkınma olgusunun artan bir ivmeyle yer almaya devam ettiğinden, kırsalda verimli ve kaliteli üretimin gerçekleşmemesi, istihdam imkânlarının azlığı, kırsal tarım eğitiminin düşüklüğü, makineleşme yetersizliği, yatırım için gerekli sermaye yetersizliği ve bunların sonucu gerçekleşen kente göç gibi problemlere bağlı olarak bu sorunların giderilmesine dönük çalışmalar başlıca kırsal kalkınma politikaları haline geldiğinden bahsedilmiştir. Buna bağlı olarak Türkiye Tarım Politikalarının AB'ye entegrasyonu ve Kırsal Kalkınmanın topluluk standartlarına yükseltilmesi için yapılan çalışmalarda, ihtiyaç duyulan bir aracı kurum olarak TKDK'nın oluşması, teşkilatlanması, görev ve yetkilerinin neler olduğu süreci ele alınmıştır. Son bölümde ise TKDK ve Türkiye'nin kırsal kalkınmasına yaptığı katkılar Ankara İl Koordinatörlüğü çalışmaları örneği üzerinden süreç analizi metoduyla ortaya konmaya çalışılmıştır. Bu fonların ülkemizde yatırıma dönüştürülmesinde kurumun ne kadar başarılı olduğu, sürecin nasıl işlediği, karşılaşılan problemlerin neler olduğu ve buna yönelik çözüm önerileri ele alınmıştır. dc.description.abstractİn this research, Agriculture and Rural Development Support Institution (ARDSI) and its contributions to Turkey's rural development tried to be revealed through the instance of Ankara Provincial Coordination Agency, by using the method of process analysis. The issues of the success of the Agency while converting these funds to investment in Turkey the operation of the process, the problems faced and the solution proposals for these problems. Firstly, there were focused on public policy and analysis method, there was touched upon the method of process analysis by virtue of using that method in the thesis and the reason behind preferring this method has been exploined. İn this chapter the impotance of Rural Devolopment also mentioned, and then the studies carried out in Turkey about Rural Development were expressed. İn this second chapter of the research has been cited that, with the beginning of the EU process, the phenomenon of rural development took place in developmental plans whit an inreasing momentum and the solutions to eliminate the problems caused from lack of efficient and high quality produetion in rural areas, scarcity of employment oppertunities, low level of rural agricultural education, lack of mechanization, lack of capital for the investment and the urban migration as the consequence of these problems. Hence, ARDSI's formation, establishment, duties and Powers as the intermediary agency which is always needed for the studies on Turkey's agricultural integration policies tothe EU and on promotion of Rural Devolopment to the standarts of thr community, has been handled. İn the last chapter, ARDSI and its contributions to Turkey's rural development tried to be revealed through the instance of Ankara Provincial Coordination Agency, by using the method of process analysis. The issues includig success of the Agency, while converting these funds to investment in Turkey, how the process works, what are the problems during the process and solution proposes for these problems is discussed.
