dc.description.abstractÜlke ekonomileri için ekonomik büyümenin başat bir amaç haline gelmesi ve devletlerin iktisadi yaşam içindeki rolünün artması, kamu harcamalarını önemli bir gösterge haline getirmiştir. Bu durum, iki makroekonomik gösterge arasındaki ilişkinin analiz edilmesi sürecine zemin hazırlamıştır. Alman ekonomist Adolph Wagner tarafından literatüre kazandırılan "Wagner Kanunu", ekonomik büyüme ile kamu harcamaları arasındaki ilişkiyi inceleyen ilk yaklaşımdır. Wagner Kanunu'na göre, bir ülkedeki ekonomik büyüme artışı kamu harcamalarını artırmakta, kamu harcamaları ise ekonomik büyüme sürecinde içsel bir değişken olarak değerlendirilmektedir. Bu çalışmada, Wagner Kanunu çerçevesinde Türkiye’nin 1998-2023 dönemine ait verileri kullanılarak ekonomik büyüme ile kamu harcamaları arasındaki ilişki analiz edilmiştir. İlk olarak serilerin durağanlığı ADF birim kök testi ile sınanmış, ardından ARDL sınır testi yaklaşımı ile değişkenler arasında bir ilişki olup olmadığı incelenmiş ve son olarak Toda-Yamamoto nedensellik testi uygulanmıştır. Araştırma sonucunda, ekonomik büyümenin kamu harcamaları üzerinde istatistiksel olarak anlamlı ve pozitif bir etkiye sahip olduğu, Türkiye'de Wagner Kanunu'nun geçerli olduğu sonucuna ulaşılmıştır.
dc.description.abstractThe increasing emphasis on economic growth as a primary goal for national economies, along with the growing role of governments in economic activities, has made public expenditures a key indicator. This has provided the basis for analyzing the relationship between these two macroeconomic variables. The "Wagner's Law," introduced by German economist Adolph Wagner, was the first approach in the literature to explore the connection between economic growth and public expenditures. According to Wagner's Law, an increase in a country's economic growth leads to an increase in public expenditures, viewing public spending as an endogenous variable in the economic growth process. In this study, the relationship between economic growth and public expenditures is analyzed using data from Turkey for the period 1998-2023 within the framework of Wagner’s Law. First, the stationarity of the series was tested using the ADF unit root test. Then, the existence of a relationship between the variables was examined through the ARDL bounds testing approach, followed by the Toda-Yamamoto causality test. The results of the study indicate that economic growth has a statistically significant and positive effect on public expenditures, confirming the validity of Wagner’s Law in Turkey.
