MATERIAL AND METHODS: This Special Report is based on professional experiences, field observations, and expert consensus developed during and after the disaster. Insights were obtained through in-person meetings, online discussions, and post-deployment debriefings with twenty-six emergency medicine physicians deployed across four severely affected cities. Recurrent operational challenges and key themes were identified through iterative, consensus-based synthesis and organized into a phase-based framework encompassing preparedness, acute response, and recovery. RESULTS: The synthesis yielded a practical framework structured across three disaster phases, outlining recurrent challenges and actionable considerations relevant to emergency healthcare delivery. Key issues included coordination and communication gaps, workforce deployment and safety, surge capacity, logistics, and continuity of care across affected regions. CONCLUSIONS: Experience-informed, phase-based guidance can support emergency physicians and health systems in strengthening disaster preparedness and response.
