Öğe State Governance According to Kutadgu Bilig and Prince(Malatya Turgut Özal Üniversitesi, 2025) Karaca, Serden OnurIn this study, unlike other studies in the literature, the comparison of the understanding of state administration between the Turkish Islamic States and Western states is intended to be made through two important works Kutadgu Bilig and The Prince. For this reason, firstly, the tradition of politicnâme is emphasised. The main features that should be found in the head of state, the main principles of state administration, the features that should be paid attention to and avoided during the administration, the issues that should be considered in interstate relations, the supervision and appointment of state officials, the obligations of the head of state to the people and God, and the conditions for the survival of the state are emphasised. In the continuation of the study, in Kutadgu Bilig, the first Muslim-Turkish work written by Yusuf Has Hacib during the Karakhanids period, the duties and rights of the people against the state, the rights and responsibilities of the ruler who holds the state administration, the characteristics of the ruler and the commander, how the army should be in times of peace and war, types of enemies and issues such as re-establishing the world order are emphasised. In the last part of the study, the work called The Prince, written by Niccolo Machiavelli in 1513, which reveals the Western understanding of the state, was analysed. In his work The Prince, Machiavelli envisages a state system based on monarchy, that is, ruled by princes, and states that in order for the state to exist and maintain its existence, the power must be constantly increased; for this, every means to be tried is permissible.
