Türkiye’de Ayçiçek Yağı Fiyatı Niçin Artıyor? Kısa ve Uzun Dönem Dinamik Analizi

Abstract

Türkiye’de yüksek enflasyonun birincil sebebinin tarım ve gıda ürünleri fiyatlarındaki artışlar olduğu sürekli biçimde ifade edilmektedir. Belirli dönemlerde bazı zorunlu gıda ürünlerinin fiyatlarında ani yükselişler gerçekleşmektedir. Bunun en güncel örneği son zamanlarda Ayçiçek yağı fiyatlarında yaşanan artışlardır. Fiyat artışlarının nedeni olarak ifade edilen çok sayıda bilginin bilimsel esaslı olmaktan uzak olduğu görülmüştür. Bu araştırmada mikroekonomi teorileri ve zaman serisi analizleri kullanılarak Ayçiçek yağı fiyatlarının artışının nedenlerinin belirlenmesi amaçlanmıştır. Çalışmada Ayçiçek yağının ana girdisi olan tohum fiyatları, üretim ve dış ticaret istatistikleri, Ayçiçek yağı fiyatları ve döviz kuru gibi veriler kullanılmıştır. Bu veriler, 2010-2020 yıllarına ait aylık verilerdir. Mikroekonomik analizler neticesinde Ayçiçek yağı fiyatlarındaki artışın, hammadde (yağlı tohum) fiyatlarındaki artışa bağlı olarak geliştiği belirlenmiştir. Vektör Hata Düzeltme Modeli kullanılarak hammadde fiyatlarının artışına döviz kurundaki gelişmelerin neden olduğu tahmin edilmiştir. Net ithalatçı olunan zaruri tarım ve gıda ürünlerinin piyasasının yönetimi için kısa dönemde döviz kuruna müdahale, uzun dönemde ise üretim planına ihtiyaç olduğu görülmektedir

The primary cause of high inflation in Turkey has consistently stated that the increase in the prices of agricultural and food products. In fact, it has seen that sudden increases occur in the prices of some essential food products in certain periods. The most actual sample of this is the increases in sunflower oil prices, recently. It has been observed that many information expressed as the reason for price increases are far from being scientifically based. In the study, it was aimed to determine the reasons of the increase in sunflower oil prices by using microeconomic theories and time series analysis. The monthly data between 2010 to 2020, which including oilseed price as the main input of sunflower oil, production, foreign trade, sunflower oil prices and exchange rate statistics, were used in the study. Then, it was estimated that the increase in raw material (oilseed) prices was caused by the changes in the exchange rate (in dollar) using the Vector Error Correction Model. According to the results of the research, it was seen that there is a need for an intervention to the exchange rate (dollar) in the short term and applying a production plan in the long term for the management of the market of mostly imported essential agricultural and food products such as sunflower.
